GTI-r content, anyone in medford oregon with a gti-r

Reason why Im asking a specific question is that I found out that medford oregon has a 21 year old rule for registration, I wanted to get an idea on reg a 1991 gti-r as it would be 21 years old in 2012 and could fall off for emissions testing for life!
